The Hale Koa is one of four Armed Forces Recreation Centers around the world run by the Army. AFRCs are resorts that were built for the military and are exclusively for use by military members, retirees, DoD civilians, and other authorized guests.

There are no other charges, as a federal facility, no state taxes. And there is an exchange on the ground level, with a focus on vacationers. I recommend you plan for those special events like the luau, the magic show. And know that other places not at the Hale Koa do have state taxes.
